In the following chapters I trace the institutionally bounded expansion of federal authority in education since the early 1980s. To provide a context and a sense of the terrain on which new reforms were enacted, in this brief chapter I describe the structure of American education policy up to 1980. Any discussion of education policymaking in the United States must begin with an appreciation of the influence of federalism on the governance of schooling. For most of the nation’s history, education policymaking was a very decentralized affair.
